Bashir al Assad and his father Hafez before him have been in power in Syria since 1971, and as of the past few days has never been accused of using chemical weapons and in fact there has been no uproar in the West about them up till now.

Syria is ruled by members of the Alawite sect of Islam which is in turn an offshoot of Shia Islam, which is the dominant religion in Iran. The Alawite regime has been supported by Christian, Druze and ethnic minorities. The regime also has been heavily supported by urban members of the Sunni majority. The Alawites once were an impoverished religious/tribal group much looked down upon. It is commonly believed that the Alawite regime suppressed a Sunni uprising in 1982 with thousands of Sunni killed. There was no uproar over this event,

Syria has assisted and supposedly allows the transfer of Iranian weapons into Lebanon where they are held by the Hezbollah (Shiite) militia, Incidentally that means Iraq is also assisting Hezbollah (look at a map).
Hezbollah is labeled terrorist by the US but is a major political player in Lebanese electoral and Parliamentary politics, Hezbollah is respected as a very capable defender of Lebanese soil and has whipped invader ass several times, giving mighty Israel a taste of its own medicine in 2006 but never sustaining any action beyond Lebanon, Though now it is suspected of fighting the Syrian rebels and guarding Syria's chemical weapons from falling into he Western backed pro Al qaeda rebels,
Now there is a question of chemical weapons having been used in Syria but it is not clear by which side they mgiht have been used. Israel has apparently weighed in on the al qaeda side of the fight, afraid that Hezbollah will get their hands on the chemicals and really hit Israel hard the next time it messes with Lebanon.
